PEOPLE BEFORE COUNCIL

Tom Taylor, kids was burning out on his lot making marks all over the new pavement, he says they came back, he is worried about retaliation in light of the recent rash of vandalism in town. He says these kids have no fear of the getting in trouble since there is no sheriff presence. When something happens by the time they get here the only thing they can do is file a report. Nothing ever gets done or no one is ever caught.  We have speeders, vandalism, etc He is asking what council could do. Mayor and council to research cost of a part time sheriff possibly a person in training that could do it as part of their training, or possible contact an officer to do part time here. And they are to look in to cost of this and how to get the money to cover it.

Restrooms are done. Ladies restroom is always filthy when they go in to close it up every night.

CDBG plans are here, getting ready to go out for bids

Opwc- wants a wish list of things the village might need in the near future, Martin is asking that council get them a list by the weekend

First reading-Zoning Amendment Ordinance- Contractor Registration, - vote Renner, Ames, all in favor

Fee schedule amendment to add contractor registration fee, utility permit fees and add garage fee vote Renner, Ames, all in favor

OPWC submitting to do entire  High St up to McKinley> Mckinley up to Main, that includes sidewalks where is needed,

Cost $425,900 we could submit for 11% match but we could get more points by a 16%match that would cost us &68,144 , M.E. has submitted a Resolution for them to submit the project Motion to accept resolution  Paul, Renner, all in favor. I’m getting support letters and traffic flow numbers to submit with application from businesses

Sheriff Inquest

Approximate cost of a deputy to come is $30hr plus $5 per hour for car- a 1 mil brings in $10,000.00.   To have. a deputy for 20 hours a week we would need approx a  3 mil for a half time or a 6mil for a fulltime.

Need to look into auxiliary special training, or Amanda community watch program

After we get all information we will need to have a public hearing.  To ask residents if this is something they want and get information out to them. Council to get together to come up with timeline of information and meeting.

NEW BUSINESS

Dodson notified council she would be running as a write in candidate

Trash company complaints are still coming in not picking up dumpsters on both days they are supposed to, taking partial trash, missing residents.  Martin is supposed to take photos of incidents keep log of complaints, Ayers is to type up letter notifying them they are in violation of contract and it needs corrected or it will be subject of termination.

RALPH MARTIN

In order to save money the village has changed testing labs for our water and sewer testing, this should save us approximately $1,500 a year.

 Also in light of trying to save money we have looked into finding a new person or persons with the right water and sewer license to do our sampling. We are being charged $1,900 a month or more by our current operator. We have found James Detty to do our water for 500.00 a month and Keith Shull for 500 a month for sewage. This would cut our expense in half.  Both water and sewer qualified persons we hire will been notified that this is a temporary position until Ben and Rick can get the next level license and then take over that job. The next time they could take the test will be May.  Motion to discharge Water Specialist by Renner, Paul, all in favor

 We also would like to cut the electric bill at the water plant by reducing the some of the 200 watt lights and put in led 25 at pump house.

Moore would like to see about getting a cost on doing a ceiling in the barn to reduce heat cost.

When lights come down the candles need redone, the stars to be welded at Midwest and united way community care day next year to be redone.

The open violation on Church St has not picked up certified letter Rose is requesting that Ayers make a copy and have Martin post it on their door and take a photo of it on the door.

Wants to get together with park to go ever beautification possibilities, Dodson might join the Chamber to help get us information; Council would be willing to pay the membership fees

Need to get from Ed the tax information in writing so we have it, When need to find out what  service do we get for this money verses what we are getting now and do we get the new in addition to what we get already. Get the information together and print up a paper for meeting

VACANT SEAT

White’s seat will be vacant on 12-31-11, he is currently in the seat and would like to continue in that position and submitted a letter council has decided to accept letter and reappoint White.

Mayor Moore, Jim White, and Jennifer Dodson was sworn in

PEOPLE BEFORE COUNCIL

Alan Frank, has a complaint with the trash company they were not picking up twice a week, he wants to go to a different trash service. Martin contacted the trash service and the company handled the problem with their driver. WE have a few complaints about the same thing on dumpsters not getting picked up twice. So far since martin has talked to them there have been no more complaints. The trash service contract began in April of 2007 and was a 3 year contract with the option of 2 more years. Their contract is up on April 1 of this year. Martin is going to go out for bids. Mr. Frank will be reimbursed for the month of for the 2nd pickup. We have exclusive contract with Big O until April so Frank will is happy about waiting on the change in provider.

John and Rhonda Parker Ohio Plan Insurance wants to give the village rates. Will be setting up appointment to go over their company’s rate.

RALPH MARTIN

evaluations are finished and Martin recommends not pay increase but would suggest giving employees 2 more holidays Martin Luther and Presidents Days. Motion to approve Paul, Dodson, all in favor

Martin has someone coming to check components for lights at Mckinley.

Met with baseball league –goal is to have a contract for them and others in community who use park, they will follow guidelines, Keep Hunter informed, Contract goals for this Spring.  

Xmas lights that need redone will be dismantled and refurbished
